Fixes:

• 20987: Workflow service throwing error "Comparisons with current assigned user ID are not supported any longer. Use current assigned user IDs (plural)."
• 20990: Work Item sync PropertyFilterTimestamp being set to MinDate
• 20991: Data Gateway Service throwing null exceptions on work item sync
• Fixed issue with AutoId Generation failing in PutBatch when request contains rows with RowId value set to null

• 20995: Work Item Mobile Sync - Reset if last synced over a year ago (to avoid excessive service requests)
